Why It Was Issued in 1985
- Anniversary decree: The Soviet government decided that every surviving veteran of the war (known in Russia as the Great Patriotic War) would receive the decoration.
- Award distribution: Veterans who were disabled during the war or were frontline combat participants received the 1st Class order, while other surviving veterans received the 2nd Class order.
- Mass production: This jubilee decision resulted in millions of medals being handed out, with over 2 million 1st Class and 5 million 2nd Class variants issued during this single re-institution.
- Design changes: Unlike the original wartime awards created in 1942—which featured a riveted, separate gold hammer and sickle piece—the 1985 jubilee version was manufactured as a simplified, single-piece design
